This position provides the facility with advanced professional accounting services including oversight of accounts payable and accounts receivable, inmate banking, employee use fund, etc. Provides detailed expenditure and allocation information as well as reports of current and projected expenditures.
Job Responsibilities may include but are not limited to the following:
Assists with development and preparation of annual budget by providing detailed expenditure documentation, compiling statistics, estimates, projections, and justifications to support requests to meet individual program and agency goals and objectives. Prepares budget forms, enters salaries, wages, and other operating expenditures into Internet Budget and Reporting System (IBARS), and assists in writing justifications and narratives.
Responsible for making salary and wage projections for all existing and new personnel requested under the budget. Ensures that payroll charges are accurate. Makes payroll-funding corrections and assists Human Resources Department with payroll information as needed. Audits payroll changes and corrections regarding individual employees. Maintains database of salaries by classification and program used to produce year to date (YTD) salaries by classification and program for monthly comparison of budget to actual expenditures. Assists in preparing detailed reports showing variances from budget for each category of salaries and wages.
Submits internal budget status reports to immediate supervisor. Maintains database of YTD expenditures imported from SMART. Creates and maintains computer files of internal budget projections. Prepares various accounting reports requested by KDOC Central Office, Division of Accounts and Reports, or the Division of Budget.
Answers form 9's from offenders regarding Canteen issues. Tracks Canteen sales and refunds. Ensures offender canteen credits are received timely. Deposits canteen profits into Inmate Benefit Fund. Processes and authorizes payment of all Inmate Benefit Fund purchases. Supervises the monthly bank reconciliation of Inmate Benefit Fund, Canteen Fund, Inmate Trust Fund, Imprest Fund, Employee Use Fund, and General Fee Fund. Prepares monthly and quarterly reports.
Supervises the accounts payable function, providing payment of all vendors who provide goods or services to the facility. Supervises and evaluates Accounting personnel. Responsible for daily approval of Benefit Fund Requisitions submitted to the Business Office. Assists with fiscal year end closing by daily monitoring, tracking, and reporting of all expenditures, encumbrances, obligations, and fund balances. Assumes the duties and responsibilities of Business Manager during their absence from the facility. Performs other duties as assigned.
Qualifications
Minimum Qualifications:
Three years of experience in professional accounting/audit work. Education may be substituted for experience as determined relevant by agency.
Licensing and Certification
: Valid driver's license.
