Under general supervision, the accountant provides financial support for the administration of the Department of Higher Education with particular emphasis supporting the Division of Private Occupational Schools (DPOS) as well as Colorado GEAR UP. This position creates and completes payment vouchers for all vendor invoices, scholarship payments, cash reimbursements, and employee travel reimbursements and maintains electronic files of payment support.


Supervision Exercised


This position does not supervise any employees.


Scope of Responsibilities


This entry level position is responsible for independently performing specialized duties in support of DPOS, GEAR UP, and the Budget and Finance Office. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures, practices and policies of the work unit.

Interpret and understand the financial language of the assigned state, federal, and local programs Process financial transaction documents in the State's accounting system (CORE), including accounts payable, accounts receivable, budget documents, procurement documents, and contracts Set up EFT accounts for vendors Receive employee reimbursements and travel reimbursements to create payment vouchers in the state accounting system (CORE) and verify the expenses are aligned with state fiscal rules Prepare payment confirmations for assigned state, federal, and local programs to program directors Review and reconcile vendor monthly statements and invoices received directly from vendors to ensure invoices have been processed for payment Reconcile all general and grant ledger accounts and analyze the data received from all financial systems produce accurate and complete information for grant management Determine the correct posting accounts and verify proper documentation, chart of account coding, authorization and accuracy, and ensure that documents follow state fiscal rules, state procurement rules and department policies Assist with fiscal year-end close, open accounting responsibilities, and cross train with other accounting units

Education and Experience


Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


Education:


Bachelor's degree from an accredited university or college in accounting or related field or bachelor's degree from an accredited university or college which includes 27 semester hours of accounting or auditing coursework


Substitution: Four (4) years of experience in a related field can replace the education requirement of a bachelor's degree


Experience:

One (1) year of accounting experience

Licenses and Certifications:

N/A

Preferred Qualifications


Experience:

Experience working in state or local government Experience working with accounting software Experience working with CORE and InfoAdvantage or similar products

Knowledge of:

Standard office practices, procedures, software and equipment, including the use of personal computers, telephones, Zoom, and Microsoft Office (Excel, Word, Power Point, Outlook, and Teams) State statutes, rules and regulations, policies, procedures, and guidelines

Ability to:

Understand and review spreadsheets Work effectively in both independent and team situations Manage sensitive issues and confidential information Think critically and apply reasoning and analysis Take the initiative to solve problems in an innovative manner Communicate effectively, both written and verbally Employ attention to technical detail and accuracy Apply time management skills to prioritize work Establish and maintain relationships with internal/external stakeholders Read and interpret new and existing financial language in legislation

Typical Working Conditions

The employee typically works in a standard office environment where the noise level is moderate, and the office has controlled temperatures. Works a 40-hour work week, either remotely, hybrid, or in-office, depending on the arrangement met during employment with the supervisor during normal office hours of Monday- Friday 8:00 am - 5:00 pm. Job duties may occasionally require working extended hours or hours outside of the regular schedule.
