This Accountant 1-4 role is a key technical expert within LDH's centralized Fiscal Division, responsible for managing federal drawdowns and complex fiscal reconciliations for the SNAP and DDS grant programs. Serving in the Reporting Unit, this position ensures the accurate and timely request of federal funds through systems such as PMS and ASAP, verifies and reconciles draws to expenditures, and prepares essential documentation for quarterly federal reports.
This role plays a vital part in safeguarding federal compliance, maintaining audit-ready records, and strengthening fiscal operations.
Minimum Qualifications

Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor's degree with twenty-four semester hours in accounting; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
Prepare and process SNAP and DDS federal drawdowns in PMS, ASAP, and other portals. Verify alignment between draws and reported expenditures. Coordinate with AM1 and AM2 to ensure timely cash flow.
Reconcile drawdowns to grant expenditures in LaGov. Identify, investigate, and resolve variances. Maintain documentation for audit readiness and support financial transparency.
Assist Accountant Manager 1 with preparing and validating required reports.
Monitor grant activity to ensure allowable costs, proper budget execution, and internal control compliance. Support development of procedures and corrective actions.
Mentor junior staff. Provide technical assistance on drawdowns, reconciliation, and reporting systems. Assist in developing job aids and SOPs.
